Research reveals young children in the foster system have a significant need for educational support. Developmental delays and behavioral problems for young children in foster care are much higher than those found in the general population. Additional facts about education and children in foster care come from the 2016 California Children’s Report Card from Children Now:

  • 1 in 3 foster youth miss at least a month of school per year, making it difficult to achieve academic success.
  • 75% of foster youth read below grade-level in third grade (an important indicator of future academic success), compared to 55% of all students.
  • Only 45% of California foster youth finish high school ontime, compared to 79% of all California youth.
